Philadelphia was asked by Cardenas to become her sister city. Philadelphia passed a resolution approving this on Feb 22, 2001.

CITY COUNCIL RESOLUTION, 2/22/01

Urging the Mayor and the City of Philadelphia to support the formation of a Philadelphia-Cárdenas (Matanzas Province, Cuba) Sister City relationship while extending its greetings to the people of Cárdenas, encouraging people-to people communication, friendship, and goodwill.

Whereas, the US - Cuba Sister City Association has already been established as a result of long standing, people-to-people relationships, between the following cities: Mobile, AL - Havana; Madison WIS - Camagüey; Pittsburgh, PA - Matanzas; Richmond, CA - Regla; Oakland, CA - Santiago de Cuba, among others; and

Whereas, the US embargo against Cuba, a relic of the Cold War, is the longest, harshest embargo ever placed against any nation, as documented by the American Association for World Health: and

Whereas, more than 70% of American citizens, according to a May 2000 Gallup poll, are in favor of normalizing relations with Cuba;

Whereas, the City of Cárdenas has made an unprecedented invitation to the city of Philadelphia to establish a Sister City relationship; and

Whereas, the United Nations General Assembly and every major religious denomination have passed resolutions condemning the US embargo against Cuba, and his Holy Father John Paul II has called for ending the embargo calling it a "crime against humanity"; and

Whereas, many organizations support the normalization of relations with Cuba, including distinguished institutions such as the American Friends Service Committee, the NAACP, Citizen Diplomats, the Philadelphia Boys Choir, the Women International League for Peace and Freedom, and the Foreign Affairs Council, which has sponsored educational tours to Cuba; and

Whereas, business such as Smith Kline Beecham has began testing a Cuban vaccine for meningitis B, and the White Dog Café has established a sister restaurant in Cuba; and

Whereas, US policy states that it supports the restoration of people-to-people relationships; and

Whereas, thousand of international visitors, including many from the United States, and Philadelphia in particular, have visited Cuba, among them the musically distinguished Philadelphia Boys Choir who performed in Cuba in May and December of 1999; therefore

Be it Resolved, that the City Council of Philadelphia urges the President of the United States and Congress to move toward normalization of relations with the people of Cuba based on principles of peace, respect for international law, friendship, sovereignty, and goodwill; and

Be it Further Resolved, that the City Council of Philadelphia, as an expression of its goodwill, urges the Mayor and the City of Philadelphia to support the formation of a Philadelphia - Cárdenas Sister City relationship, while extending the greetings to the people of Cárdenas, encouraging people-to-people communications, friendship, and goodwill.

Philadelphia City Council passes Sister City Resolution

On Thursday, 22 February 2001, the Philadelphia City Council voted to pass a Resolution making the City of Philadelphia, Pensylvania, USA and the City of Cardenas, Matanzas, Cuba official Sister Cities.

In May of 2000 the City of Cardenas formally invited the City of Philadelphia to become her Sister City. This is significant since never in the history of the two countries had Cuba invited a US city to enter into such as relationship.

Since then, many fine people have contributed their efforts to honor this request. The Philadelphia-Cardenas Sister Cities Initiative sprang forth, supported by Philadlephia City Councilman Angel Ortiz and his fine staff. KUDOS and a million thanks to you all!

This Sister City Resolution is a harbinger of goodwill between the people of the US and people of Cuba. It continues to forge the path of rapprochement and to create the structure for the end of the 42 year old US embargo against the people of Cuba.up.gif (925 bytes)

A bit of background...

In early June 2000 the City of Philadelphia received a letter of invitation from the City of Cardenas to be its Sister City. Despite having had numerous offers from other US cities, Cardenas chose to play with Philadelphia. It is an honor to receive such an overture from the city where Elian Gonzalez lives.

On July 7, 2000, at Cuban artist Salvador Gonzalez's mural dedication, Councilman Angel Ortiz declared to community members and leaders and to the press, that Philadelphia would accept the offer. He also announced that he would go to Cardenas in a delegation after the elections in November 2000. He sent a letter of confirmation and acknowledgement to Cardenas.

A Sister City relationship creates a structure for substantive institution-to-institution exchange. Humanitarian projects in education, healthcare, the cultural arts, and business are waiting in the wings for this to occur.

We are individuals from all walks of life - and a variety of political flavors - who long to see the US embargo against Cuba a thing of the past. We are working in conjunction with the US/CUBA Sister Cities Association, as they have already developed strong relationships with Cuban institutions and individuals. We plan to develop and to maintain a website to publicize our efforts and to enroll support from those who want to help the Cuban people.
